I'm not sure how close his TPR would be to his provisional rating, but other games he plays would also be a factor in his provisional rating.
FIDE and CS might also have a different set of games to be graded...

That sounds familiar Graham.
He (Sergey Tin) was given an estimated rating of 2000 for the event beforehand, but when I spoke to him he told me he hasn't played a tournament of any kind since a junior event in Kazakhstan 15 years ago
Don't believe he has played any other graded games at all.
