Exactly! Why not use the larger sample? As for defining a serious player I would probably consider it those who have an interest in going to one of these events you listed in the first quote. An individual vote seems the fairest way. I have done a poll out of curiosity.

  Scots Who Fought in the American Civil War

An article (by Steven McKenzie) has appeared on the BBC Scotland website regarding Scots who fought in the American Civil War.

Consideration is being given to adding some names to an American Civil War memorial in Edinburgh. One of those mentioned is Captain G.H. Mackenzie, the strongest Scots-born player of his time.

  Resignation of acting IJD

i have read the partly censored post that Robin Moore has resigned as acting IJD. I feel that this is a great shame as I know Robin put a lot of effort into the job. His endeavors and personal sacrifice were not always appreciated and i guess Robin did not apreciate the huge political issues surrounding junior chess. If Robin does not return to the post then it will be a loss. He had to work within existing restrictive practices and despite that I feel that he did a good job. I hope that the people who obstructed Robin will examine their motives and perhaps they may wish to throw their full support behind Paul MacDonald. The main aim is to support and further junior chess in Scotland, i feel that this aim has been overlooked by some in their efforts to oust Robin.

  Adult budget for 2013 -14

I very much welcome a discussion on allocation of funds at the next CS meeting in March.
I have £1,308 money left over for 2012-13 but don't know how to distribute it - everyone wants it !
Expenses paid:European Senior Team - nil, European Senior Individual £80 (Giulian),
Olympiad £5,016, World Senior Individual £96 (Pritchett), Total £5,192, Balance £1,308, Budget £6,500
I don't know 2013-14 allocation yet

For 2013 there are e.g.
European Team in November, perhaps £1500 for that, I'll play if selected
Entry fees for CS nominated players
Paul Motwani + other training
Players trying for titles
Would anyone want to organise a FIDE rated tournament ? etc

It would be good to get strong team for Norway Olympiad in 2014 & prepare for that. I quite fancy captaining the team for that too as a Scottish captain for a change.

Bulgarian Chess Federation on behalf of European Chess Union is pleased to invite member Federations of European Chess Union to the European Senior Chess Championship - 2013 to be held at Plovdiv, Bulgaria from 10th to 22nd March.

Plovdiv is the second biggest city in Bulgaria. It is situated at the central south part of Bulgaria in the vast valley of the Maritsa River. The city has ancient history dating back to 8000 B.C. There are many remains from antiquity - Plovdiv is among the few cities with two ancient theatres; remains of the medieval walls and towers, Ottoman baths and mosques, a well-preserved old quarter from the National Revival period with beautiful houses, churches and narrow paved streets. There are numerous museums, art galleries and cultural institutions have won the fame of the city as the Cultural Capital of Bulgaria.

Bulgaria has a rich tradition of organizing many other competitions like the European Team Chess Championship - Plovdiv 2003, European Individual Chess Championship - Plovdiv 2008, Candidates Match - Sofia 2009, World Chess Championship - Sofia 2010, European Club Cup - Plovdiv 2010, European Youth Chess Championship - Albena 2011, European Individual Chess Championship - Plovdiv 2012.
