As might be expected, only council members can vote at council meetings. However, any CS member is entitled to attend a council meeting and may speak if invited.

Can I also ask if there has been a time limit to conclude the AGM. If there is may I suggest a break for lunch between the AGM and the council meeting. May I also suggest the AGM starts strictly at the time specifed
