Why doesn't the viewer work on iPads? Does it use Flash, in which case Apple doesn't allow on this device. I also read that Adobe are no longer going to support Flash on new mobile devices.

Flash-based content cannot be viewed in Adobe Reader Mobile. Adobe Reader only supports viewing PDF documents. There is no Flash player for the iPad or iPhone.

Maybe something worth looking into in a spare moment (i.e. some time in November?! :-)) - the 4NCL have an alternative Javascript board viewer that they also link to:
