Yes he is refusing to play in Russia. FIDE have given him until 7 September to sign the contract

That is likely to be a gross oversimplification of what is no doubt a highly complex situation.
It reads as slightly disingenuous to Mr Carlsen (not that he's a good mate of mine or anything like that).

Returning to the topic of the thread this does raise the possibility of Anand - Karjakin in Sochi and Carlsen - Caruana in St. Louis. Given enough money for the later match it might be difficult for Carlsen to resist.
