If care is taken to read the FIDE “Regulations for Registration & Licensing of Players (effective from April 1, 2015)” in full, it will be found to be perfectly lucid.
Rather reminiscent of the BBC TV News item last night in which a camera shot of a panorama from above the Houses of Parliament was described as possibly “the most unique view” in London.
From which I quote
1.14 All player's data are obligatory for online registration in FOA. For players registered by the National Rating Officers or the FIDE Rating Administrator, first name, last name, gender, date of birth, e-mail address and Federation are obligatory for a successful registration. Players without an email address are excluded from providing an email, however the email address is necessary for the player to access FIDE website statistical data.
So I f I read this right FIDE require a personal e mail address which is obligatory for registration - unless the player does not have a personal e mail address in which case it is not obligatory.
