The number of Arbiters has declined and we certainly would welcome more. As Jim says, please let me know if interested.
The course in April was to be run by Alex McFarlane but was postponed for reasons other than numbers. I hope something can be arranged after the summer. Required number would probably be in range 4 to 10.
Meantime, the best way to prepare to become qualified is to assist at congresses and to read the quite extensive material on this website and on that of the Arbiters' Association

Note that new Laws are due to come into force on July 1, though unfortunately these have not yet been finalised by FIDE.
