Why do you think that the Management Board and Exec don't look at multiple areas (especially the Exec) as you suggest?

You seem to be contradicting yourself with the phrases used in your last two sentences. This person must have freedom without looking back over their shoulder but must be accountable and transparent.
"at the moment we have neither, especially with Council". Sorry, I find that sentence not only untrue but an insult to many of those on the Management Board. And isn't it Council which ensures accountability? Every member of Council is elected by some group, why haven't they been replaced if what you say is true?
