You are absolutely right Hamish.
I used the 2175 figure in the motion rather than the 2138 figure on the notice board.My mistake
Taking my thesis a little further
(1) If you include all congresses and not just some
(2) If you weight tournament results in proportion to the number of games played.
(3)If you include league results again weighted according to the number of games played.
(4) If you also include any other graded games played in that season.
Then you have reinvented the grading system.
Why stop part way through part 1 ???
