I have lived and played chess in Scotland since 1988 and still regard myself as English, but for chess purposes I am Scottish.
About 3 years ago, I played my first FIDE-rated games in the SNCL and was given a SCO affiliation by default. I am quite happy with that. I have been a member of Chess Scotland, on and off, for longer than that.
IMHO, If you live or work in Scotland on a permanent basis like Keti, Andrew and Jacob you should be entitled to be Scottish Chess Champion.

There is no reason to conflate this with entitlement to represent Scotland (theoretical in my case until I hit 60).
Brian Laudrup, Paul Gascoigne and Henrik Larsson were all Scottish Footballer of the Year but didn't play for Scotland.
