I would assume that it is part of someone's job spec. Someone has to decide whether a motion is competent, otherwise what would be the point of having rules to define what is competent and what is not?
The problem is Mike when I ask what regulation has been used to rule the motions out of order I am met with a deafening silence. The only communication I have had is the one that I published from Andy Howie. If the official(s) who ruled the motions out of order are so confident of their grounds for doing so why can't they explain them now why must we wait for the AGM?
