I still think 7 matches (in any one-day-per-match format) might be too much for some in the current time period – November to April, but is there any reason why the final matches couldn’t be played in May or June? That would give one match per month.

If there is 10 teams then it may be deemed unfair that 2 of them have to play a qualifier

Current rules specify up to 16 teams, so a change to 8 would fix that issue. It has been a while since numbers were anywhere near 16 so it would be a logical change anyway.
