FIDE are (currently) not asking for e-mail addresses for players who already have a FIDE Identity number (FIN), the code that appears next to your name. They are saying that this will be necessary to register new players on the FIDE system. From that point of view FIDE is not asking CS to supply them with a list of emails for all players currently on the FIDE system.
FIDE has not stated where this will be stored electronically but it is likely to be in Elista, Russia. As this is not one of the accepted areas under the DPA Chess Scotland could easily be facing legal action for passing on such data, which is clearly not needed to play chess and be rated, even if the new player agreed to it.
It was agreed at Council that we were opposed to this and that FIDE should be informed.
