It is NOT a Chess Scotland rule or law. It is a FIDE Law and therefore applies throughout the world

so it's a FIDE Law and applies to chess in Scotland;

Chess Scotland have no direct issues with this

there are no Chess Scotland rules on this matter

but, unless I'm mistaken, Chess Scotland apply FIDE law.

ERGO it's a law!! ;|
