It should be fairly simple. Whose budget has the cash come from and when was it approved by Council?

Perhaps it's simply because Andy Muir may be coaching a fair number of Scottish juniors at present.
Andy M, how many juniors are you currently coaching that competed at the Commonwealth or have been selected for the Glorney squad?

Worth noting here that Andy Muir is a long standing IM with a history of not charging for coaching. Lets give him some credit for that. It also seems likely from Andy Burnett's comment above that Andy Muir will acquire some FIDE generated coaching material as a result of attending the seminar. Be nice to Andy Muir and maybe he'll share that material.
