I now see that unrated players are appearing as graded players in the import routine when it's an APA.

eg Eoin Campbell's opponent Sam Herring was unrated prior to the event but in Eoin's record with a rating of 1674.
As pointed out if you beat an unrated in a Swiss it wont count even if they are published in the next list.
As to fairness. The current rules are straight forward enough that players know which games will count - albeit they wont know the exact level of unrateds in an APA. I suppose FIDE might be able to restrospectively assign grades for all unrateds in Swisses in a rating period but then players wont know until the next rating period whether a game counted or not.
